DIFFICULTIES between Russia and China.

Please refer to your telegram No. 50. Confidential, of the 17th instant.
His Majesty's Government have received declaration from Russian Government. The statement was made to His Majesty's Ambassador at St. Petersburgh that military measures would be taken in Turkestan or Mongolia, if necessary, but that in no case would any such step be taken in Manchuria.
The above should be repeated to His Majesty's Ambassador at Tokyo for his information.
